The School Site Council was created by state law for every public school in California. SSC is required to conduct a comprehensive needs assessment, including an analysis of verifiable state and local data, provide recommendations related to the school's Title I program, and participate in the development and approval of the school's SPSA. As Richland receives very little to no Title 1 funding, our SSC serves as more of an advisory body than it does at schools that have more discretionary Title 1 funding.

The Richland School Site Council is made up of the principal, two members of the administrative staff, three members of the faculty and six parents. Three parents are elected every year to serve a two-year term.
